What is the small electric fan at the top left of the radiator for? Ive never seen it turn on, id assume its for the AC or something but i really dont know?

Yup. It's the condensor fan. I take it you have an 87-88, as the later models have 2 there, as seen in the following link.

There should be a wiring diagram in there that will show you what controls that fan. Should be either a pressure switch on the A/C lines, and a relay and fuse as well. It is a very important part of the a/c system. If you don't keep the condenser cool, the pressure will be to high, and the refrigerant will stay hot.
i have the opposite effect...when i turn my car off mine stays on for a while. i was quite confused at first, since i dont even use AC.
I've heard that the fan is wired to a temp. switch, but I can't find it in the diagram. It is entirely possible that someone wired one in, and rewired that fan.
