Can someone give me a link on how to shim the oil pump? I cant find the how to just recommend shim sizes!

And by re reading what you wrote, I now understand.
Take the one big bolt off of the oil pump. I put my washers behind the spring. Replace bolt.

What is the purpose of shimming the oil pump and when should it be done?

It increases the spring pressure on the oil pressure relief valve. This will do two things: Increase "max" oil pressure, and increase overall oil pressure. This is because a spring is not a solenoid, so it will open before the "max" pressure.
