problems with tial wastegate

Just wondering if this is common stuff or if my wastegate is broke. So with the car idling exhaust is comming out of the dumptube, which I can tell by putting my hand under it and also it is making a popping noise. Also I can spin the top half around in circles. I picked this up used so I'm not wondering if it might be broke or not. Thanks

First did you install the seat ring? With out that you will not build boost and it will leak like that.

Now what part of the WG is spinning? is it the very top vac fitting or the entire upper diaphram housing?

Its the entire upper diaphram housing. Not sure about a set ring, don't remember seeing it.

Also what does the set ring look like, maybe I didn't know what it did and set it aside.
