No spark after rebuild

Just put in my rebuilt engine using all ignition components that were on the previous engine.
Getting a code 14 and no spark.
Have continuity from cps to ecu.
been troubleshooting it for a couple hours but no luck. my tach isnt moving and the maft pro isnt getting a RPM signal either.
not sure what the problem could be.
ignitor is grounded, and i have all the factory grounds in place.

any suggestions at all?

Yeah. Either you don't really have a solid connection or the CPS doesn't work. The tach is driven from the ignitor output. Can you get your hands on a scope?

no scope for me, even if i could find one which is highly unlikely i wouldnt know what to do with it.
the CPS tested good, so i dont think thats the problem, but ill swap out a known working one tomorrow

Update, when I ground out the ignitir with the key in on position the tach moves but doesn't move when I crank it over

When I turn the CPS by hand I can hear a click and the fuel system pressurized but no more clicking after the 1st one, like it's not picking it up.
