Is this normal?

Okay so I have a stock 2jz aristo, I thought I was having a problem with my stock twins, but it seems that the secondary turbo is coming on, but only in third gear and on, but first and second, the primary turbo doesn't come on.

Is this normal? I still think there's something wrong with the car.

According to what your saying you have no boost in 1st and 2nd then? The engine doesn't care what gear your in, both turbos should spool up in every gear.

it's weird, the best way I can explain is

1st and 2nd
5psi->surge (3500 rpm)->5 psi

3rd and on
5 psi-> surge->10/11 psi

That's the best way I can explain it, the 3500 or so RPM's feels like it's the transition from the first turbo to secondary turbo
