Is this normal for a front bumper?

So the bottom part of the grill on the plastic fascia on the front bumper is cracked, and it looks like someone has tried to repair it before.

Is the bottom part of the plastic filled with goo like this from the factory? It seems unlikely, but I would like to know.

Normal for a front bumper where you've driven into a few curbs. Mine is like that, my old one got like that after a bad tow which ripped the lower lip off.

No that goo is not factory, looks like a previous repair attempt.

It was probably a pretty good one, the two outside pieces still look good, but the ones in the middle have fallen apart. I will have to try to do even better! Thanks.
