I need some help. are there any websites or downloadable software that can tell you where an IP address is coming from?

command prompt and put in the ip addres along with "tracert" then go to something like whois.net with the info u get. Im sure theres other ways but thats what ive done before, with minimal success
What are you looking to find out? Just where in the world? or do you want to know who owns the ip?

I know who owns the IP. I'm trying to confirm where this person was when they were sent to me(don't ask for the story/reason behind, you wouldn't wanna know)
IP's don't really work that way Joe. For example, if I have a bellsouth.net dialup account, I could dial in from Japan if I wanted to and you'd think I was in Atlanta, GA...
yes. you can see what ISP owns the address. from there the only way to find out who when and where the person connected from would be to ask the service provider...
and they wont tell you unless you are a law enforcement agency.
a whois on my IP address reveals the following:
OrgName: Acecape, Inc.
OrgID: ACE
Address: 210 Route 4 East, Suite 208
City: Paramus
StateProv: NJ
PostalCode: 07652
Country: US
there is more but the point is, Ace dsl is my ISP and they are based out of new jersey.
thats all the info you will get.
and they wont tell you unless you are a law enforcement agency.

It will tell you the city, I dont think there is a trace that will get closer then that. Here is the problem tho. For example , when I use that site to trace my ip it tells me I am in TAMPA FLORIDA. However I am in LARGO, Tampa is about 35 min away over a bridge.

just make sure after youre done that no one finds it...ever.
and if you can, make sure you get one with a known history cause if you get caught with a gun with bodies on it...then youre going down for a longgg time.
