Idle surge

When I start my 89 it idles at 1800-2000 rpm for a min then starts to surge from 1200-1800 rpms. I thought it was my IAC, so I unplugged it while it was running and nothing changed (should anything change?). The funny thing is when i first bought the car it didnt have a IC or pipes and idled fine. but now since I got a IC and pipes on it surges. WTF???

Yes it is a turbo, and it started fine and idled fine when i pulled it onto the trailer to bring it home. And it didnt have a IC or pipes on it at the time. It was running rich, black smoke was coming out of the exaust.

I wouldnt build boost if i had a leak would i? And I am building boost fine.

its a toyota tool or somthing.

all you need a a small peice of wire, paper clip, i've even used tinfoil.

UPDATE: I went with my gut feeling that it was the IAC Valve. So i bought a new one and got it put on today. OH it runs so good now. The idle problem is fixed. And I took the throttle body off and there wasnt even a gasket between it, and it was dirty as HELL. So i got that all done and she runs 100 times better.
