MY car idles fine but it seems like each time I let the car idle from coming out of gear it wants to idle at a different rpm each time, sometimes as high as 1500 rpm..If i blip the throttle it usually comes back down to 900 or so..MY car idles high normally at 900 and sometimes at the normal 750 or so..It just sucks because it is never consistant and I always have to blip the gas to get it to come down (but not all the time) and with my 3 inch turboback straightpipe it attracts alot of attention..Going to test the ISc today but someone mentioned it could be the TB needs cleaning..Any ideas??

Best way to diagnose the problem of your car is to check for codes, do that first from now on before you post a tech question like this please. 
when it does this get under the hood and see if the throttle plate is closed. Try to turn it closed. If it goes back to normal you probably need a new cable because its getting stuck.

I know, I was too. Gotta love guessing at the hidden meaning behind people's posts on the internetz .
.I checked that already it is definitely closing fully and it opens and closes smoothly..

you are right, but I didn't know about that method..I lost the adapter for the scantool to use with the supra..
You don't need a scantool to check codes...
And it is probably your ISC, but I would also check the TPS.
