Idle drops real low

Hello everyone I have a rebuilt 7mgte i just put in my 86.5 supra and it is running very well besides a few small things. The issue is that everytime i let off the throttle the idle seems to drop excessively low, then it catches itself and brings it back up. Sometimes the idle will bring itself down to idle normally, usually when cold, but after it warms up it seems to have more issues with it. Depending on how hard i let off the throttle, it will drop down to around 5-600 and then bring the idle back up to 650-700 rpm, but it sometimes gets low enough initially to seem as though its going to stall out. If i sit there at idle and blip the throttle up to maybe 1300 rpm the idle almost always drops very low, then brings itself back.

I have driven the car about 300 miles since the rebuild and i pulled a plug, it seemed to be coloring normally, not excessively black or anything, so i dont think its running TOO rich if it is rich.

I have already checked for vac leaks and can find none, i dont hit fuel cut, and i am hitting perfect boost, right around 7.5 psi. All my intake piping and filter etc is all factory. I tried unplugging the tps and blipping the throttle with the same results.

Also, i checked for codes, and there are none. Please help me get some ideas!

I forgot to add, it seems like my cold idle is rather low. Initial start up, it goes to around 1200rpm for a second and then drops to about 900-950 instantly, im used to having vehicles idle at about 1200-1500 for at least a minute or so.

Tested the TPS and found that the ILD or idle switch is working properly as well as all the resistance specs.
~600 ohms closed throttle
~4000 ohms WOT

clean your isc. i had the same problems just not as bad and it was that.

also could be the dash pot.

is your bov vented?

Everything is 100% stock including the BPV. I have tested it an it works. Also the ISC is basically brand new the whole thing was disassembled cleaned, and resealed thoroughly during the rebuild. I will check out the dashpot.
