hesitation and timing issues

I was wondering if anyone can help me. I have an 88 turbo that I just fixed a blow head gasket and to include a new timing belt, wires, plugs, belts, and hoses. Anyway I can seem to get the ignition time correct. I have rechecked the timing marks repeatedly. I have access to a toyota service manual but no matter how I adjust the cam sensor the timing is not right. I does idle high at about 1100 rpms and i can feel that it has alot more power but it just won't let loose. Pleasse help!

No I haven't checked the diagnostic port because i am not getting a check engine light. Will it still tell me what's going on?

I see that the manual calls for a diagostic check wire, can I just use a piece of wire or will that jack it up? Or do you have any suggestions?

You can use a paper clip or a piece of wire.
