is the rail the same between the GTE and the GE?

Yes, but there were changes over the years, though from what I've seen they're minor and don't effect performance at all.

ok, they look the same on the outside but wasnt sure if there the same inside. my turbo is a 87, the non is a 88 so should be identical.
