Do you really have to take off the whole grille just to change the bulb on a fog light of a 1990?

You shouldn't have too. I could just remove a headlight and reach down there and change said bulb. Also if I am not mistaken you can un-bolt the light from its respective bracket and just pull the whole assembly out and change the bulb as well. I wouldn't know though because my fogs are AWOL.

Yeah I saw the undercover and I figured it might be it, nice little squeeze under there.

Unbolt the 2 bolts holding the assembly in place. Then unscrew the lens retainer to get to the bulbs.
