Emergency brake light

ok the emergency brake light isn't going off. What would cause this and yes the lever is down and it still stays on and the brakes aren't engaged. Also where is the starter relay for our cars located is it the starter selonoid or is there actually a relay?

The starter relay is located in the passenger kick panel. Its green.

I diddnt find that out until one day when my brakes went out.
