I have some suspicion that my EGR valve is stuck partially open or possibly just sticking on occasions. Would it be similiar to a boost leak?

You would have a drivability problem long before boost. It will stall your car if it opens all the way. It will bog at idle if you partially open.
Had the same problem with the issues described above. Took it to my uncle (toyota mechanic) and he fixed it, Runs 10x better now.
