ECU STA Connection

If there is no pulse 12 VDC to the subject connection to the ECU during the START, is it likely that the ECU will not recognize that the car is started and limit the engine to 4000 RPM?

I have 2 problems,
1. Engine will not rev above 4000
2. Once engine is hot it will not start (it will not turn over like batt is dead, once cooler starts right up).

When I extended my harness, the diagrams I used showed only 1 wire on 1h1 pin 10 B-W, there is in fact another wire B-L which should connect to STA on the ECU. I used my 7M engine harness and left my body harness untouched ie put B1 on the end of the 1JZ engine harness... The B-L wire may not be connected to B1 pin 10 which goes to STA on the ECU.
Just wondering if it is a waste of time or a likely fix to my issues..

I removed the STA pin/signal in my 2J swap. Can't remember exactly why we found I didn't need it, but should not be the cause of your 4K RPM limit issue.
