Dude, this car is not rare and he's either trying to rip you off [duh], and/or he doesn't know what he's talking about. A red 89+ targa? Oohhh.. can't find those everyday! If the radiator is cracked, I can almost guarantee it needs a head gasket replacement, at the very least. That could promote all kinds of other problems, including a cracked head, spun bearing, or a host of other problems associated with the mixing of oil and coolant.
It doesn't matter if you bought this on EBay or not - that car is a lemon and he misrepresented things wrong with it - by far! If you know his first and last name, you could always go to his First Sergeant or Commander, or if need be, OSI [Office of Special Investigations] for fraud. The military does not look kindly upon it's troops ripping off others.
If you wanted a red turbo targa with rims and a BHG for less than what you paid for that you could have asked me a few months ago. They aren't rare.

Ok so paypal agreed that I should get my $1000 back and he had a deposit for 800 that was made, it showed pending, then today it was only 175. He only had that in his account they said. So now paypal said that I have to wait for him to make the payments. He could take as long as he wants and I can't do anything about it. I'm probably gonna end up having to use the military to get the money back since he's deploying till August I think. I'm sure he won't be paying me while he is there unless I do something like that.
Don't worry - he will be making plenty more money while he's deployed, plus he won't be paying taxes. I was an E-5 and was pulling in over $500 extra per month just on taxes. If he's single and smart, he will put all of his stuff into a storage unit, turn off all utilities and move out before he deploys; they will continue to pay you your housing allowance. Basically, he would bank all of his rent for the months he was gone. Tax free + rent until August, plus all of the pay he won't be spending/wasting on junk because he has no use for it "over there", he could probably buy a decent car in cash upon his return.
He can afford to pay you back.

OH I know Ive been there as well. He tried to ask me to take less because "preparing for a deployment is pricey". Thats funny because I always remember making lots of money when I deployed. I think I am going to get in contact with the base legal office up there tommorrow just to make sure. I hope the head gasket isnt bad. Thats alot of work I don't want to have to do right now. I have enough to deal with the car isnt drivable because of everything else. I am going to change the ball joints tommorrow to see if that helps a little. Maybe it will be enough so I can drive it to another shop and get another estimate to show the base up there. The ball joints are totally gone in the car.

Well I thought I had my car fixed finally. I got the subframe and was having it changed, but the frame of the car was pushed in an inch so I had to take it to a frame shop and they said they spent all day on it trying to pull it out, and it broke one of their new come alongs. The good thing was that everything came out and the guy charged me 300 for the framework. The front end deffinitely looks different now. BUT...................

I posted this in another thread. I went to pick the car up and it wouldnt run. The guys at the shop told me it was like that the whole time, but when I brought it up there it ran fine. Now it is runnning extremely rich and doesnt want to idle. The only time it seems to stop sputtering is when you go WOT. They think its the MAF or O2 sensor, but I was thinking it was an intake leak somewhere. It sucks because I had to leave the car up there, and they locked it inside because I couldnt even drive it down the street it was running so bad.

yeah its pluged in, but the guy that had the car before me spliced into the wires at the MAF sensor and put something on it. Its a little black box. I'm guessing it has a resistor in there to make it think the air is cooler, but I havent opened it up to look.
