E-brake still won't hold!

Here's the thing, every since I bought the car the e-brake doesn't like to hold at all if it is on anything other a very slight incline. I already replaced the e-brake shoes but that didn't seem to help it that much, maybe just slightly. I really want to get this fixed but am unclear as to where the problem is. My ideas are that either the e-brake cables are stretched or the rear rotors' inner drum is worn out to large. I haven't yet measured the inside diameter of the rotors, but I'm curious as to how many have had this as being the cause of the problem, doesn't seem very common. As far as the e-brake cables I don't know if it is the cables to the individual sides, or if it is the main cable from inside the car that is stretched. Has anyone replaced the main e-brake cable, it looks like it would be a pain in the ass? Please help, I want to have this fixed ASAP!:1zhelp:
