This makes no sense to me. I go to replace the fuse to discover there's a 5 amp fuse loosely sitting in it's place, dome light is 7.5. So I get a new fuse and it doesn't fit, it's way too loose. All the others are extremely snug but this one is basically laying there. I even tried a fuse from a different spot and it's also loose in the dome jack. I look at the jack itself and there's no damage and it looks like the same size as the rest(kind of hard to tell with your head wedged near the pedals). What am I doing wrong here?

The fuse block terminals may be burned loose from the block itself. Or the terminals themselves could be loose. Try tightening them a bit with a pick tool.
