it looks wrong to me, like the belt is slid back. Now i read on another thread that a loose tensioner can cause ticking, could this cause it too?

it looks wrong to me, like the belt is slid back. Now i read on another thread that a loose tensioner can cause ticking, could this cause it too?
Prolly the lower timing gear. It has welded washers that keep the belt in place. After a while they break loose and the belt will start moving. Could start getting chewed up. It could also cause some noise.
