Redacted per Title 18 USC Section 798
Could be several things. The "see-saw" valve in actuator is dirty or the spring bad, the speed sensor in the speedometer is bad or being effected by something else in the speedo or the speedo cable, lost motion in the linkage, bad vacuum pump, ect. Run the CC diagnostics. Also check for engine codes.

I have the same problem and had it on my old honda too.

I hit the set button, then the accell button until i feel the gas pedal start to rise. then I release it and it stays right there.

Mine got a little better when i tightened the cable almost as much as possible, but it still delays 3-4 mph.

mine gets faster over time (we're talking over hours though, as on a roadtrip)

I went through and took out a LOT of slack in all the linkages though...
