Correct oil pressure

Hi everyone,
Who can help with this ? I have a1989 mk3 turbo.While i drive at freeway speeds i check my stock oil gauge and reads 40 PSI or 38 PSI aprox it does not go above that.I's this normal?

Yes that is normal.

Hot idle is 4.3psi. After 3k should be around 40.

Low pressure high flow design.
