cam timing off?

I just finished installing my new 264 cams and when I went to start it it ran very rich and sputtered badly. I took it for a short spin around the block and lots of hesitation, sputtering etc. I was careful to follow the installation procedure very closely but it seems that somehow the timing is off. Any other thoughts before I take everything apart again??

Cam gears?
Was the crank at tdc and the notches matching the backing plate?
Retime the ignition timing with te1 and e1?

the timing did end up being off. I think after I lined up TDC it must have moved a bit when loosening the crank pulley bolt off again. Runs great now and the cams are a big improvement! Thanks,
