Boost Gauge Won't go above Vacuum

not quite sure what you're saying. the needle should move when you rev it at idle, because the vacuum changes. but nothing past vacuum or zero on the gauge(from what i learned just recently on this thread)
what kind of a boost gauge are you reading?

what is it supposed to be at? ima check the vac system or gauge hose could be pinched or something. i recently replaced all the hoses, radiator thermostat and clamps in the cooling system. oh and the char canister is disconnected.

Maybe your post is just worded backwards. I'm not even sure how you could have -30 vacuum while the car is off and 0 at idle. I think what you meant is that you're reading 0 when the car is off and -30 when the car is at idle.
