The AFM will adjust the injector load arcodingly until it reaches a safe "maximum" and then the you'll hit the safety of fuel cut. The ECU won't let you boost more than your injectors can handle if everything's stock. What other mods do you have on the car? If your injectors and fuel pressure are at stock levels, then the computer will try protect from doing something horrible to your engine overboosting.
Remember that the colder the weather and closer to sea level you are, the more dense the air is. This means that you'll hit fuel cut sooner because you're putting more air mass in to your engine. Summer time you can expect fuel cut to kick in ~12-13psi. Winter time (depending where you are of course) you can see it as early as 9-10psi.
