As can be seen in the video, the needle on the gauge is bouncing around abnormally. It also in the past before the car went down for some repairs, would rise to a certain pressure but then stop rising, no matter how much you turned the screw.
The needle actually would start bouncing like it is in the video if you tried to raise it.
I've done some searching around, and everything seems to point to the pump, which is a Walbro 255 and has been in the car since probably '05. Also, I took the regulator apart and everything looks good there.
