Maybe thinking that (a smaller opening) would increase the exhaust gas velocity hitting the turbine wheel, thus creating faster spool-up at low RPM's. And then the inlet would open up at high rpms's to reduce back pressure. Sort of like an adjustable A/R.
Which is what the new Acura RDX has for its turbo.
