89 Supra rebuild help please won't rev past 3,000 Slow revs.

23 psi at 1500 rpm and about 10-15 in the 3000 range. Fuel pump voltage is 5.80 at idle and 11 with B+ and FP jumped. I Tapped into the fuel pump at the pressure sending unit in the trunk I'm going to check the voltage when revving it, just waiting for some help from a second person.

I have already tested the relay and resistor as well as tried 3 other ones, however the fuel resistor gets really hot like you can't touch it hot.

Are you using a Fluke or other digital multimeter or analog with adjustable 0? Reason I am asking is because the two voltages you mentioned are both low. What does the meter read when you test the battery for example both statically
and running?
The pump resistor has heat sinks so it does get hot. I bypassed mine when I was running a walbro to get rid of a lean spike when it switched from 9 to 12 volts.

Theres nothing wrong with the multi meter its used by a professional and its snap. If i wire my other car white its running directly to the pump, it gets 12.5 volts but no fuel pressure increase at all

Good to read but... How?

Are you sure it's not the Fuel Pressure Regulator instead?

Because until the Fuel damper is leaking or is plugged, I can't see how it could affect pressure.

The regulator is also on the rail, anyway its fixed so now you can enjoy the car after you break in the motor.
