I need a cat back to pass inspection, what is a good type or brand to get? Im not looking to spend a ton of money

As long as you still have your cat and egr, you should be good with any cat-back exhaust. Aslong as inspection doesn't care about noise.
If you're on a low budget, get a canister from eBay and take it to a muffler shop and ask for 2.1/4" piping from cat to canister. It will cost anywhere from $150 to $200 with hangers included.
