I can see the center vent removing a majority of air in the engine bay, and the vent on the passenger side, removing some excess turbo heat, while the front facing vent, obviously feeding the air intake.

I know some kids with cowl hoods on Fox mustangs and camaros and sorts. They have never been cited for them. And they seem to be the same height as that cowl. I believe its an Officers preference, As long as it isn't HUGE and blocks vision I don't see why not.
