I can't quite see where the wire is coming from that's what is looks like though. You can confirm it easier than me, feel along the intake side of the block and see if your knock sensor is connected. The only other plug it reminds me of is the water temp plug on the other side of the engine.

Is the steering wheel itself locked when you are trying to turn the keys? I was pretty sure when you locked the wheel it won't let you turn the key until you pull the wheel a certain direction.
