The 7M and 2JZ-GTE never had VVT-i in North America. The 2JZ-GE got VVT-i in 1998. You were probably experiencing ACIS, which comes equipped on 7M-GE and 2JZ-GE engines in the Supra. There is plenty of information on it, I suggest a search. :)
