Universal Air Filter for 3" intake pipe

I'm finishing up my rebuild and have come to the throttle body. The thing that I can't remember where it goes is a hose with a small filter hooked to it. The only way to describe it, is it has cotton inside the middle of it. If I remember correctly it went inside of something but not quite sure...
