If you're talking about the CPS internal seal, its not supported by Toyota. They only sell the CPS as a complete assembly. Here's a thread to rebuild the internal seal.

Its almost certainly the exhaust cam seal. They petrify from the heat just like the CPS o-ring. Mine fell out into my hand it was so shriveled up.
You cannot verify it without removing the pulleys and the black belt cover backing plate. The oil runs down behind the plate and shows up all over...
Since your head is apart, be sure to plastigage the cam journals, especially the rear ones on the exhaust side. See this thread for details.
