No. Running lean is harmfull. Shutting the fuel off and using the engine like a compression brake does not hurt it. Partially fueling at that point is harmfull.

Assuming you are doing it right....if you have to turn the CPS all the way to get close to 10, then the CPS matchmarks are not lined up with the engine correctly.
