Yes we need more info.
If you are running some obnoxious 1.15 a/r rear housing, then yes you won't ever get it to spool like you want it to.
Also, the "tuner" tells you 10psi at 5k rpms. When did it make that 10psi? Or is it only making 10psi the whole run?

Im running a Unorthodox Alum FW, 6 puck unsprung disc, and an aluminum drive shaft.
If you don't give it some gas, and try and drive it like a stock clutch, the damn thing chatters like mad.

-Boost leaks
-Bad bov (boost leak)
-Faulty waste gate
-Small waste gate
-Exhaust leak pre turbo
-Faulty boost controller
-Miss matched compressor/turbine wheels to housing ratios. As in some one building a turbo that they shouldn't have.
Jeff what Im wondering is what that little diaphragm does under the isc. It actually looks like a check valve.
Reason asking is I am building a FFIM to end all FFIM (well except for Rons and Grants).
I need to know where and how to rout the isc.
Fidanza / clutch masters (same FW) are the biggest POS flywheel ever made. I went through 5 of them before I gave up and got an Unorthodox one.
Why 5? THEY DON'T FIT. Most of them aren't machined right.

It is kinda wierd though... how 16psi spools. At first you see the little honda or camaro get the jump and your brains first instinct is "oh sh!t". Then boost kicks in and you litterally walk away.
Ive got the same problem with my evcIII.
I even changed the filters with new ones.
Smoothed it out, but still no luck.
Ive also contacted HKS about it, and they give me the same BS every time.
A.) Sir you have the lines backwards
B.) Sir you have an electrical problem

Sounds to me like your mechanic sucks.
A blown oil seal on the front of the turbo will fill the intake with oil.
To find out where the leak is if it is internal, do a leak down test not a compression test. Air will either exit the valves, rings, or through the head back into the radiator.
