Wrong. Most boards with overclocking features these days have memory dividers and the PCI & PCIe bus frequencies are LOCKED unless otherwise changed, it's possible to change the CPU & memory speeds totally independantly of any other onboard device. And DDR2 ECC is expensive, and speed grades...
