I've taken it off at least 3 times already. I've found the best way at it is to go from the bottom for both bolts. The bottom one is easy. For the top one, just reach over and feel where the bolt is and then put a ratchet up there handle first and just mate it to the bolt. Not much room to...

Its a bad starter relay. Its in the passenger side kick panel. Also try tapping on the starter. It might help also.
