You've soaked the CPS. (I'm assuming it's turbo, from the name)
When you said you noticed the tach didn't move, that's a clear sign that the ECU is not getting a signal form the CPS.
Remove the cover, dry it out.

If those Raybrigs are True JDM like they say, they're aimed the wrong way. They will aim the light into oncoming traffic.
You want Hella E-Code Housings as stated a few times before. They're European spec, and are for RH Rule of Road, which will aim the light from the centerline of the road off...
