I don't think it's a matter of a more dificult driving test, because just about anybody can drive perfectly when they need to. It's just a matter of people driving eratically at will.
Do you have a different car and an alternate route? And I was going to suggest the camera too. Don't tell him you have it though. And if he does anything ask if his onboard camera was on. Legally if there's no proof you can't get a ticket. Tell him you'll take it to court, countersue(sp)...
