It's all dependant on your budget. Like it was said above, new rings and bottom end bearings at the minimum, the rest is up to you if you have the coin. A metal head gasket and ARP head bolts/studs is not a bad idea.
How old is the high pressure ps line? I think your problem is fluid aeration (not foaming) caused by a leaky power steering hose or connection, which is allowing air to mix with the ps fluid. Aeration causes the fluid to compress, the pump is working hard but can't build sufficient pressure, so...
