I thought I would let everyone know I figured it out. It ended up being the ECU. I changed it out and the code 51 went away and has not come back since. I have done about 300 miles since I swapped it out. Thanks for all your help in trying to diagnose this.
Just curious, why not remove it? My buddy tried to flush his out, even tried a blow gun and it didn't work so he removed it and put one inline. When it happened to me I just switched to a N/A reservoir.
Are you changing the pump? If your pump is noisy and the power steering goes in and out, check the screen in the bottom of the reservoir. They can clog up and act like the pump is bad. If it is clogged, remove the screen and add an inline filter. I don't know if you even have a problem but I...
When you are at the line use the e-brake to brake boost. As soon as the last yellow light is one drop the e-brake and floor it. You still wont be able to build a lot of boost but I used to be able to get 4 or 5 psi which makes a huge difference.

I have a Maft pro running speed density, timing monitor/control, and boost control. The thing I like about the Maft pro is that it has a lot of options. The only downfall is trying to find up to date information, but once you figure it out it's fairly simple.
I think this is an awesome idea. This is exactly what we need, I've had the Maft Pro in speed density for almost a year, and still haven't really figured out what I am dealing with especially when it comes to setting up timing control/monitor. If there is anything I can help with just let me know.
Just for a reference I paid $700 for my 90 turbo with rod knock. Engine and trans were already pulled. It's hard saying what it's worth without looking at it, but mine was rust free also.

Thanks for the reply 3p, but the code is present when the clutch is out and disappears when the clutch is in. I think what I will do is try to track down the CC computer and throw it in to see if it goes away, and if that doesn't work I will give what JJ said a shot.
