Sorry I'd have to agree with "The Who" fan. I think the top has to come down also, I think it will leak and rattle.

But that remains to be seen, But what do I know, mine has trouble staying tight, let alone keep leaks out.
You may want to ask Brian Spillman or "O Conner" (What ever his name is) How he got his targa top off. He just took his fist and and pounded it a couple of times and it flew right off.
This is what I would do: I would divide the torque specs into thirds and thighten it to specs in three steps. So, if your specs are 75 then I would do it increments of 25 L.B.S untill you get to 75 LBS. Wrong or right, that's what I would do on my car.
Do fogs lights have just one or two of the rubber Shielded gasket that goes around the light? I think they both should have the foam strip accross the top and the passenger side has the rubber shield, just asking because I'm selling a set of fogs.

honestly: I don't know how he knew, He looked me dead straight in the eye and said "That's not stock is it" (like he knew) The only thing that I can think of is that the Lexus A.F.M. and the ct/26 is polished, I think that made him started thinking, and he just got lucky. My opinion, pure luck...
