Depends on whats causing it to idle at that speed. You could just have a dirty/old ISC (Idle speed controller), or something more serious. Check your codes and see what you get.
For me codes 41 and 51 are making it Idle at a constant 1000 RPM. Other than the fuel I'm burning and being stuck...

I didn't say hey you should try Toyota R Us down here in Sacramento. Just used it as an example.
If you cant find anything local I'd go with Ebay and just do a full tear down/rebuild of whatever motor you get.
My 7MGE:
40 PSI at 1500 RPM Cold.
35 PSI at 1000 RPM Warm.
41 PSI at 3000 RPM Warm.
Oil: Castrol 30w
Fresh rebuild hence the 30 weight. All tolerances are in spec.
I need to find out how to fix a code 51 and swap my TPS (Code 41) before I can get it to idle below 1000 though.
