check the crank sensor. i washed my motor once and the crank sensor got wet. same thing, motor wouldn't rev over 2000 rpm. left it over night to let the sensor dry next day started and ran like a champ.
if its dc only, $500 would be the reason.
reason why a pulse welder would be more uniform is because the amount if time the machine is welding are all consistent.

once you do check for codes again, if you come up with no codes but still bogging then start your guess work.
