What turbo to run to do what?

I having trouble finding wheels that suit my tastes and budget, maybe I'm not looking in the right places. I'm looking for either 5, 7, or 10 (evenly spaced, no split) spoke wheels, 18x8.5 +30 18x10 +45, and I wouldn't mind a lip. Doable for under 1k, and where at?

The valve doesn't make noise, you're hearing the air rushing in the intake and you're hearing it from an opening in the intake; your filter. You can't just vent the abv to atmosphere if the air has been metered before hand, it'll stall the engine. Also, performance is more scary then loud...
