Yes they do, but those gauges are only good for a light show since a good working 02 will switch back and forth 10 times a sec and will not be accurately shown through them.
Dont forget to look at your ground side as well. Since the whole cluster shares a common ground you would need a good contact to complete the circuit. So if you have power at the fuse and one of the gauges this is where you look next.
Well if it is within specs it should be good. I would concentrate on fixing your fuel pump problems first, like Malloy said check the ground and power side of the circuit.
If you have two Supras, and really want to eliminate a faulty pump problem take the one out of the 89 and run it...
