My local NAPA store had a 14mm allen wrench on the shelf for about $10. What is the purpose of the screw/bolt in this plug? I have the plug, but the bolt is missing, is it anything that I need to worry about?

If you have oil on top of the plugs, that can cause a misfire. Replace your valve cover gaskets and the #3 gasket between the covers. I had the same problem a couple months ago and replacing those 3 gaskets cleared up the issue.
