I seriously doubt he's going to be lean with the basic mods he's got right now as the supra is tuned on the richer side stock.
Widebands are a great investment though!
Cooler air has more density. The AFM and computer don't care about how much psi you are running, but how much air it is seeing. When it senses too much, it will take corrective measures. Considered backing out the screw on the bottom of your AFM to allow more pirate air through?
Usually when you upgrade your fuel injectors, AFM, and I highly recommend installing an adjustable fuel pressure regulator with this at the same time because a high flowing fuel pump can be the death of a tired +20 year old stock FPR.

Our fuel pumps do not run off of 12 volts at all times. When you install an aftermarket fuel pump, such as a Walbro, it needs the constant 12 volts to work properly an to it's full potential.
After you do maintenance and are confident in the car's ability to race, you may want to look into the drag racing section on here as it has some good tips, like unhooking the front sway at the track (don't forget to hook it back up before you leave!) to allow the weight of the car to transfer...
The upgraded CT that he has will offset some of that richness though. By how much, not sure, but upgrade the wiring first and report back. If it's still lean, I'd guess you got a knockoff fuel pump.
I've seen a video before on youtube around a year ago of one.
The only reason I could see putting a 7M in a MKIV is if you had a 2JZGE in it, but I'd rather go NA-T personally....
If you're leaking oil like that, then the two things that come to mind to me have already been mentioned. Valve cover gaskets, and the two large 14mm?? hex plugs on the head. Either can leak oil. If you haven't replaced the valve cover gaskets since you've owned the car, you may want to consider...
