do i need the relay for the heater core and cooling unit if there no longer installed

so while doing some weight striping came to a problem behind the dash with the heatercore removal. Do green and red ones go threw the firewall and connect? and if so can i just block the lines? and do i need a cold start injector or can i just block both those off, supra wont drive in...
